Strong governance doesn’t slow AI progress. It makes scale possible.

According to PwC’s 2026 Global CEO Survey, more than half of CEOs say AI still isn’t delivering the expected ROI.

One of the biggest barriers to AI adoption isn’t a lack of interest. It’s uncertainty. Across many organisations, leaders can see the opportunity. They can also see the risk. Concerns about privacy, security, accuracy, accountability, and trust are real and, in many cases, justified. The result is hesitation. Projects remain in pilot mode. Teams experiment cautiously. Momentum stalls before anything meaningful reaches production.

Concerns about privacy, security, accuracy, accountability, and trust are real and, in many cases, justified. The result is hesitation. Projects remain in pilot mode. Teams experiment cautiously. Momentum stalls before anything meaningful reaches production.

That often leads to a mistaken conclusion: that governance is what is slowing innovation. In practice, the opposite is usually true.

When governance is treated as a late-stage compliance checkpoint, it does slow things down. But when it’s built into the way AI is designed, assessed and deployed from the start, it becomes the mechanism that makes progress possible.

The Bolt-On Governance Problem

There’s a reason why 46% of people globally still don’t trust AI systems.

In many organisations, this is due to governance arriving too late.

A team spends months developing an AI use case, refining the experience and preparing for launch. Only near the end does the legal, risk or compliance function become heavily involved. At that point, major issues can surface - around privacy, explainability, security or data handling - and the project stalls or is sent back for rework.

This bolt-on model creates unnecessary friction. It also encourages a false choice between moving quickly and managing risk responsibly.

That choice is unhelpful, because organisations need both.

If teams don’t trust the controls around AI, they’ll hesitate to use it, scale it or stand behind it. And if customers, employees or regulators don’t trust how AI is being used, adoption remains fragile regardless of how promising the technology appears.

Build The Safe Lane First

A better approach is to create a ‘green lane’ for responsible innovation: an environment where teams can move faster because the key risks have already been addressed by design.

That means giving people access to approved platforms, clear guardrails, usable policies and repeatable processes, rather than forcing every team to navigate uncertainty from scratch.

A mid-tier Australian law firm offers a useful example. Working with sensitive information, it couldn’t simply allow broad use of public AI tools like ChatGPT without creating serious privacy and accuracy risks. At the same time, banning AI altogether would have limited productivity and left capability on the table.

Instead, the firm adopted a governed platform with enterprise-grade controls, privacy protections and legal verification built in. Because the safeguards were trusted, lawyers could use the technology more confidently and more productively. One lawyer was able to replicate a 4.5-hour research task in just 30 minutes.

The point isn’t just that the tool worked. It’s the trusted controls that made the speed possible.

Governance Supports Decentralisation

Governance becomes even more important when organisations want to scale AI beyond a small central team.

Innovation can’t sit with one committee forever. To create real momentum, capability needs to spread into business units, operational teams and frontline workflows. But decentralisation only works when there is enough governance in place to support it safely.

A major fintech in the buy-now, pay-later sector illustrates the point well, achieving a 44% uplift in customer experience using AI. Even though they operate in a highly regulated environment, they didn't lock their data in a vault. They used automated endpoint management to secure the perimeter. By automating the brakes (governance controls), they were able to decentralise innovation. They empowered staff across the business to use data without waiting for manual permission. The IT build process was automated globally, reducing manual effort and enabling the business to scale.

Regulatory Pressure is Increasing

There’s also a more immediate reason organisations need to get governance right: regulatory expectations are rising.

In Australia, this is no longer a theoretical issue. Alongside broader operational risk concerns, the Office of the Australian Information Commissioner has issued guidance on the privacy risks associated with commercially available AI tools, including the realities of shadow AI inside the workforce.

That matters because many employees are already using public tools in informal ways, sometimes with sensitive information, often without approved safeguards. If organisations fail to provide safer, governed alternatives, they increase both risk and exposure.

The ‘wait and see’ period is narrowing. If an AI-enabled process causes harm, produces misleading outcomes, or mishandles personal information, leaders will be expected to demonstrate that appropriate controls were in place.

Build Governance into the Operating Model

For organisations that want to move beyond isolated pilots, governance has to become part of the operating model rather than an afterthought.

That means embedding security, privacy, review processes and ethical safeguards into the workflow itself. It means making those checks part of delivery, not something that arrives only at the point of launch. And it means ensuring teams know not just what is prohibited, but what is approved and how to use it responsibly.

In practical terms, that usually includes two essentials:

1. Security by design

Controls around data access, system integrity, privacy and platform use should be built in from the outset, not retrofitted later.

2. Responsible use by design

Teams need clear expectations on how AI outputs are reviewed, where human judgement sits, and which decisions require stronger oversight.

When these elements are part of the delivery model, organisations are in a much stronger position to move with both speed and confidence.

Why this matters

The organisations that scale AI most effectively are rarely the ones taking the biggest risks. More often, they’re the ones creating the clearest conditions for responsible use.

Strong governance doesn’t slow innovation. It makes it more trusted, more repeatable and more likely to survive contact with the real world.

And that’s what turns experimentation into capability.
